Fallout 4 is a great game with plenty to offer, but sometimes you want to go a little bit further and mess around with it way more than Bethesda would ever want you to. 
My issue is that the hud for my power armor seems like it is too big for my screen. If you still face Fallout 4 long loading times on Windows 10 after disabling Cloud sync, you need to move on to the next solution.
